Indonesia bets on biomass to power local economies

Indonesia is committed to supplying energy to all of its people, but with 260 million citizens scattered across 17,500 islands, this is no small ambition.

Restoring degraded lands with biomass to fuel bioenergy plants could be part of the answer to both environmental and livelihood concerns, noted participants to the Global Landscapes Forum (GLF) held in Luxembourg on 30 November 2019.

The archipelago has more than 24 million hectares of degraded lands. Hence, replanting and restoring these areas through community-based programs and using part of the biomass to produce bioenergy could boost local economies while contributing to global climate goals.

The panel ‘Restoration of degraded land for bioenergy and rural livelihoods: a promising business case from Indonesia’ looked into new business models convening communities, authorities and the private sector to power remote rural villages in the world’s largest archipelago.

The event was co-organized by the Indonesia Ministry of National Development Planning (BAPPENAS), the Global Green Growth Institute (GGGI), the Centre for International Forestry Research (CIFOR), and the Forests, Trees and Agroforestry (FTA) research program of the CGIAR.


The audience was treated to a lively and interactive session with live polls that allowed the panel to gain insight on the collective feeling on particular issues. At the very beginning the collective expectations on the session converged on one topic: restoration.

A further set of questions were posed to the audience during the course of the session expanding the dialogue between audience and panel. In particular, attendees indicated that in order for the bioenergy developments to benefit smallholders and rural communities, energy needs to be affordable and accessible to them. Interestingly, capacity building was identified by the audience as the most important safeguard for coupling the bioenergy transition with landscape restoration. Finally, with a surprising twist, the audience did not fully agree that in general coal transition to biomass is the dominant pathway with respect to the development of other renewables. However, it was deemed extremely important, especially in cases like the one discussed by the panelists.

Ending the poverty-energy trap

For 50 million Indonesians in off-grid rural communities, energy bills are 10 to 20 times higher than in cities due to the steep cost of kerosene lamps and diesel-generators. Higher bills add to the existing poverty-energy trap, where the poorest people are less likely to have access to power, and without it, they are more likely to remain poor.

“This is also the case for people in Mentawai Islands, a world-class surfer destination off the West of Sumatra with thousands of visitors per year,” explained panelist Maria Wahono. She is president commissioner of Clean Power Indonesia (CPI), a private developer that, in 2018, sealed a 20-year agreement with a state-owned utility company and communities to provide three villages in Mentawai with bioenergy.

As part of the project, Indonesian authorities supported communities to establish 300 hectares of bamboo forest in degraded or underutilized lands, and people now sell this biomass to CPI’s power plant.

The facility transforms the bamboo into combustible gas and provides 1,300 homes with power at a subsidized tariff, allowing communities to realize income from selling bamboo after paying electricity bills. In addition, the plant employs 150 people.

“For this type of biomass energy project to be commercially feasible and replicable across the country, we need three separate investments: a state-owned utility company that provides the network distribution and off-taker guarantee to de-risk the investment; the regional government or ministries responsible for promoting biomass supply, including bamboo farming activities; and private actors that focus exclusively on power plant development,” explained Wahono.

The Mentawai energy project set up the first bamboo-based biomass power plant in Asia-Pacific, and now wants to spread to more than 40 villages, advancing national plans to reach a bioenergy capacity of 500 MW in the next five years.

Just as importantly, the lessons learned from this project are informing biomass initiatives elsewhere, pointed out Ingvild Solvang, Sustainability and Safeguards Manager with GGGI –an intergovernmental organization that helps governments’ transition into green growth economic models.

Sustainable business models 

GGGI is currently scoping a business model in West Timor that mirrors the project in Mentawai. “We are building on each other’s work and showing that ‘collaboration is the new competition’,” said Solvang.

In the new model, the state company would also be tasked with ensuring a reliable supply of biomass into the 2.2 MW power plant, and the project could generate USD 1 million in revenues for communities. “In Eastern Indonesia this is sorely needed because livelihoods are the number one priority for people and the government,” said the panelist.

The plant is set to create jobs and to power local enterprises, which are instrumental to sustain demand in the long term. For Solvang, “the use of electricity for productive purposes is essential to ensure a viable and sustainable business model, and to fuel local economic development.”

Wahono pointed out the importance of using tropical bamboo as a sustainable biomass option, instead of some preferred alternatives in other areas of Indonesia. This grass is native to most islands in the archipelago; it can grow up to two meters per week; its plantations are inexpensive to maintain, and it is culturally appropriate.

“Also, its root system is amazing,” said Solvang. “It keeps carbon in the soil, improves water retention, reduces erosion and improves overall land productivity.”

A framework for assessing a wider variety of ecosystem services deriving from bamboo forests was recently jointly published by CIFOR and INBAR, two FTA partners.

Panelists reiterated that potential benefits of renewable energies are many-fold, and that well thought-out bioenergy models offer opportunities on various fronts: baseload electricity production, job creation, land restoration for biodiversity and production purposes, as well as the fight against climate change.

This is why GGGI is also conducting broader assessments on the opportunities for green jobs creation under Indonesia’s commitments to the global climate agenda, known as nationally determined contributions (NDCs).

“Policy-makers need to balance the short-term need to create jobs with longer-term climate targets that may appear more abstract,” said Solvang. “By providing figures on the social and economic co-benefits of climate action, we can create political and social demand for it.”

Political support

In Indonesia, the expansion of sustainable bioenergy models is encouraged by the national Low Carbon Development framework, as explained by the BAPPENAS Director of Energy Resources, Minerals and Mining, Dr. Yahya Rachmana Hidayat.

The country’s plans seek a boost in energy efficiency in the next five years, as well as a 30 per cent increase in the production of electricity from renewable energy sources by 2040.

“There are huge opportunities lying ahead of us: our current installed capacity of renewable energies amounts to less than 3 percent of its potential, which we estimate at 420 GW,” said the Director.

“We have developed a five-year strategy to develop energy plantation forests, and we seek to increase the contribution of the bioenergy industry to the national economy,” added Yahya, noting the willingness of the Ministry of Environment and Forestry and that of Energy and Restoration to work closer together.

Restoring landscapes

Indonesia’s policy framework envisages the creation of energy forests and the use of organic waste from various industries. The same approach is adopted for a new biomass energy and restoration project to be implemented in Lampung, Southern Sumatra.

The objective of the project, which is in the design stage, is to convert an existing inland coalfired power plant to run on biomass fuel. Up to 40 percent of the biomass will be supplied by community-based forestry and agricultural activities, and the rest will come from an agreement with a state-owned plantation of rubber, palm oil and sugar cane meant to ensure security of supply.

“Central Lampung has been intensively cultivated for over one hundred years and has many degraded lands, hence the restoration approach,” said Michael Brady, CIFOR principal scientist and team leader for Value Chains and Finance. “All three commodities have been there for a long time, so there is also a lot of over-mature rubber and palm oil waste the plant can use.”

Several panelists highlighted the need to adopt appropriate safeguards and to address governance issues ahead of project implementation, as emphasized by George Winkel, Head of the Bonn Office and Governance Programme at the European Forest Institute (EFI).

“There is a pressing need to ensure coordination across land use sectors and different levels of governance, so projects stay connected to the interests of local communities,” said the expert.

For example, provisions should be taken to ensure energy plantations do not jeopardize food security, lead to displacement, or lock communities into disadvantageous business deals.

Hence, Winkel called for land use planning that convenes all relevant stakeholders around the use that should be given to degraded lands, and noted the importance of clarifying legal frameworks and land tenure rights before embarking on any restoration and bioenergy initiative.

“A possibility is connecting restoration and bioenergy projects with ongoing FLEGT and REDD+ initiatives, many of which are already working on the relevant governance issues,” he pointed out.

Solvang from GGGI also encouraged cooperation between the bioenergy initiatives themselves to reach many more people: “We are building on each other, and we will hopefully come up with projects that can be bundled together and presented as interesting opportunities for investors.”

Collaboration was a red thread running through all the panelists interventions. A prerequisite to design and implement sustainable bioenergy ventures on a large scale with a view to healing landscapes while improving livelihoods. To this end, all of the panelists plan to be involved in the new biomass project at Lampung, which is entering the feasibility assessment stage.

Scientists in Indonesia are demonstrating how better business opportunities for local communities can help foster and reinforce sustainable forest management.

As the world marks International Day of Forests on March 21, the benefits of reforestation and forest restoration are rightly lauded. In success stories of the past, local communities have often been cast as the heroes of sustainable forestry, while private sector businesses have been portrayed as villains. But what if that’s not the whole story?

The Kanoppi project, which launched in 2013 and has now entered its second phase, concentrates on the expansion of market-based agroforestry and the development of integrated landscape management in the poorest provinces of eastern Indonesia and the country’s most densely-populated island of Java.

The project, which is part of the CGIAR Research Program on Forests, Trees and Agroforestry (FTA), is funded by the Australian Centre for International Agricultural Research (ACIAR) and led by scientists from the World Agroforestry (ICRAF), Center for International Forestry Research (CIFOR), the Research, Development and Innovation Agency (FOERDIA) of the Indonesian Ministry of Environment and Forestry and Murdoch University in collaboration with other project partners.

For many generations, communities living in Indonesia have relied on forests to supplement the food and income they reap from farming. Yet, despite the riches of the forests, poverty is still widespread. Some rural households living in the Kanoppi project’s pilot sites in eastern Indonesia earn around US$210 a year.

Part of the challenge is a lack of integration and linkages between community groups producing timber and non-timber forest products (NTFP) and the private sector. Conflicting, confusing and changeable public policies also do not help.

“For example, some communities will plant small teak plantations as a kind of savings account, but most don’t know how to get the permits required to harvest and transport the timber,” explained Ani Adiwinata Nawir, policy scientist with CIFOR. “This means that communities do not harvest as much teak as they could and that they can’t convert their timber into cash when needed.”

Strengthening value chains has become a key focus for Kanoppi, so that farmers can capture more value from their agroforestry production. This, however, requires sustained efforts at multiple levels, including promoting better practices on the ground to increase productivity and profitability, developing markets and private sector engagement, and facilitating supportive policies and institutions.

Protecting the forest

One example of how to turn traditional community practices into a successful business venture comes from the Mount Mutis Nature Reserve in West Timor. Here, communities come together every year to harvest wild forest honey. The task is dangerous – men scale trees of up to 80 meters to collect the honey by hand – but it is also sustainable because it does not require cutting down trees.

The honey supplements local diets, and there is enough left over to sell. In fact, as much as 30 tons of wild honey is produced and harvested in Mt. Mutis annually, accounting for 25 percent of total production in the province. Working collaboratively with WWF Indonesia – which is one of the project’s NGO partners along with others like Threads of Life – Kanoppi has helped brand and package the honey, which is now sold as “Mt. Mutis honey” and sold to neighboring islands.

Similarly on Sumbawa island, this commercial success is good news for communities and for the forest: Because the continued honey production hinges on a healthy ecosystem, people have a strong economic incentive to preserve and protect the forest.

That’s the underlying logic of the whole project. When communities can successfully market and sell sustainable products, their incentive to continue sustainable forestry practices grows, which in turn increases productivity, profitability and incomes.

“We want to reinforce this virtuous cycle where business opportunities foster sustainable forestry,” said Aulia Perdana, a marketing specialist with ICRAF. “That’s why we try to involve the private sector – for example in the village learning centers we’ve established in project sites – so that communities can better connect with the market.”

Other efforts to promote sustainable and profitable agroforestry production include using voluntary extensionists, meaning that the people who first adopt a new technology help spread those innovations to other members of the community. Eleven on-farm demonstration trials have already been established, and 40 more are planned for 2019. Kanoppi has also published manuals, journal articles, videos and a picture book to promote its methodology.

Landscape perspective

Given the project’s success with marketing the sustainably produced honey from Mt. Mutis, the local district administration has adapted its strategy on integrated landscape-level management of NTFP to give greater weight to communities’ customary practices. This is an important first step toward establishing policy support elsewhere in the country.

One challenge has been that past planning and policies have separately focused on different sectors, such as small farms in forestry and target-oriented cash crop production led by other sectors – not considering opportunities for synergies or problematic overlaps. Kanoppi has departed from that approach.

“We talk about integrated landscape management, which essentially is about harmonizing the different land uses along the watershed from upstream to downstream, so that farms, plantations, forests and many other kinds of activities coexist and reinforce each other,” said Ani.

“The landscape perspective helps everyone – communities, businesses and authorities – see what kind of production fits where in the landscape, in ways that are both profitable and sustainable.”

Kanoppi is a clear example of how combining the expertise and experience of CIFOR and ICRAF scientists makes for a strong response to development and sustainability challenges in forested landscapes – among the many reasons why the two institutions recently announced a merger.

In Indonesia, Ani, Perdana and their colleagues will continue their work to develop inclusive, sustainable business models that generate a fair return – specifically focusing on scaling-up the adoption of improved production practices and value chains to benefit smallholder livelihoods through landscape-scale management of the farm-forest interface – for communities and for forests.

In an ideal world, palm oil production would cause no deforestation, and have a transparent and fair supply chain. In reality, the impacts of the sector have been the cause of ethical concerns worldwide.

Palm oil is Indonesia’s most important commodity. In 2017 the country produced 37.8 million tonnes of crude palm oil (CPO) and exported over 80 percent of it, with a value of $31.8 billion. Indonesia is the world’s biggest palm oil producer, and its biggest exporter too.

The strong market demand of palm oil has led to a vast expansion of plantations. Currently smallholders make up around 40 percent of the production market, and around one-third of these do not have the correct land tenure permits. In some cases, the smallholders have moved into state-owned forest areas and in many cases, this occupancy creates conflict.

In 2017, the Ministry of Agriculture’s Directorate General of Plantations found that of the 2.5 million hectares of oil palm plantations on state-owned forests, 70 percent of these were controlled by smallholders.

To get to the bottom of why oil palm plantations continue to encroach into state forest areas, Center for International Forestry Research (CIFOR) organized a workshop in collaboration with Center for Research and Development on Social, Economics, Policy and Climate Change (P3SEPKI): ‘Linking science to policy: the role of research in the effort to accelerate solution of tenurial problems in oil palm plantation in forest areas.’

Solving conflicts by understanding the underlying cause

In his presentation, Ismatul Hakim,  senior researcher at P3SEPKI, says that complex tenure conflicts can’t be resolved without understanding why oil palm plantations are encroaching into state forest areas. He believes assessing how different types of farmers take control of lands, what strategies they use, and most importantly, the motivations of the farmers, is needed before long-lasting resolution is achieved.

According to Hakim’s research, this can be segregated into four categories:

The first is maladministration, where a lack of coordination leads to disputes as it is unclear who legally manages the forest areas – is it the Ministry of Environment and Forestry or the local government?

Second, incomplete forest area gazettements- a legal declaration that announces state ownership- coupled with a lack of clarity and communication on where the gazetted boundaries lay, have caused local people, in need for income, to expand their plantations into unmarked forest areas.

Third, inequality of power and land ownership has caused people to encroach. Local people have watched big investors and corporations take control of and transform their ancestral land, and store land for the future (known as ‘landbanking’).

And finally, the ineffective implementation of policies for forest area release and land swap- where the government gives areas of new land to plantations in exchange for restoring degraded land. To add, he says, this is further hampered by the slow pace of conflict resolution.

Drawing from his research, Bayu Eka Yulian from Bogor Agricultural University (IPB) added “Oil palm plantations have expanded rapidly in East Kalimantan, particularly those smallholders in a silence mode.” He argued while corporations might generally adhere to tighter regulations, small holder farmers, including those with access to more capital and information, appear to expand their plantations at a scale from 0.5 to 3 hectares of land or even more, without restraint.

The attendees agreed that the situation  will keep perpetuating itself without intervention. Rapid expansion is causing damaging changes to the landscape, but farmers are also becoming trapped- as they become highly dependent on a monoculture crop, and get trapped on a single source of income.

Solving tenure issues through better governance

In September 2018, the Indonesian government issued a three-year moratorium on new oil palm plantation permits and devised attempts to increase productivity, expressed in Presidential Instruction (Inpres) No. 8/2018. Along with other prevailing policies, this moratorium offers an excellent opportunity to resolve tenure issues.

However, it was feared that the temporary halt might simply not be enough.

“It was generally agreed by the workshop participants that regulations should be clear and not create legal uncertainties,” said CIFOR scientist Heru Komarudin, adding that plantations that are currently operating on state forests should be given enough time to either relocate or have their land status legally changed to non-forest areas.

He similarly believes that smallholder plantations already illegally on state forests should be given the chance to confirm their land status through agrarian reform or social forestry schemes that are already in place.

“Priority should be given to those committed to practising ethical agriculture – by preventing further deforestation and promoting fair trade working rights,” said Komarudin. To create policies that work, the “heterogeneous typology” of smallholders, and the impact of plantations on local people need to be taken into account, he adds.

Furthermore, there is opportunity to raise state funds by getting tenure issues right. Legislating and governing the use and rental of state forest can then be further propped up by compensation payments by companies who have illegally encroached. While strict law enforcement could be used to police the tenure issues, granting land amnesty to those that depend heavily on these lands may be a breakthrough.

Internationally, the European Union Renewable Energy Directive which plans to phase out the use of palm oil for biofuel by 2030, has put pressure on the Indonesian palm producers. In responding to this development, workshop attendees agreed that foreign diplomacy should be strengthened by consolidating the national position, which in turn would make the Indonesian Sustainable Palm Oil (ISPO) certification credible.

“Building solidarity with other producing countries to promote best practices and a sustainable and legal palm oil industry is essential,” says Maharani Hapsari, PhD and lecturer of international relations at Gadjah Mada University. “Indonesia should focus its diplomacy on palm oil global trade not only to strengthen authority, but also to enhance legitimacy of forest and oil palm governance by the broadest possible range of stakeholders.”

This article proposes an innovative theoretical framework that combines institutional and policy network approaches to study multi-level governance. The framework is used to derive a number of propositions on how cross-level power imbalances shape communication and collaboration across multiple levels of governance. The framework is then applied to examine the nature of cross-level interactions in climate change mitigation and adaptation policy processes in the land use sectors of Brazil and Indonesia. The paper identifies major barriers to cross-level communication and collaboration between national and sub-national levels. These are due to power imbalances across governance levels that reflect broader institutional differences between federal and decentralized systems of government. In addition, powerful communities operating predominantly at the national level hamper cross-level interactions. The analysis also reveals that engagement of national level actors is more extensive in the mitigation and that of local actors in the adaptation policy domain, and specialisation in one of the climate change responses at the national level hampers effective climate policy integration in the land use sector.

Peatlands are increasingly playing a bigger role in forest conservation thanks to their extraordinary proficiency at carbon sequestration.

In November the Center for International Forestry Research’s (CIFOR) Forests News reported that the ‘bogs’ had finally been given the spotlight. The newly established International Tropical Peatlands Center (ITPC) is set to open its doors in 2019, to bring ‘researchers, governments, civil society and other stakeholders together to ensure the conservation and sustainable management of peatlands throughout Southeast Asia, the Congo Basin and Peru’.

Here, three scientists from CIFOR – a coordinating partner of the ITPC and longtime peatlands analysist – explain ‘why peatlands, and why now.’

Answers have been written in sic, though minor amendments have been made for easy reading.

Why are peatlands important for biofuel and bioenergy?

Himlal Baral: Peatlands provide a wide range of ecosystem goods and services- for example, climate regulation and water cycling. And they are a great source of biodiversity, as well as ecosystem goods- such as timber and nontimber products, including bioenergy. The biomass produced peatlands can be converted into sustainable energy production. That’s why it’s getting attention as bioenergy.

What are you working on right now?

HB: We are doing quite a few and different projects- but one of the projects is about bioenergy production potential in a variety of landscapes, including peatlands. We are looking at how peatlands can be utilized for sustainable biomass production without damaging their nature and characteristics. The technique is called paludiculture. It involves growing trees or growing things on wetlands conditions, it is an excellent example to utilize peatlands. We are currently developing, testing a wide variety of tree species that can produce bioenergy from peatlands.

Why is the study of peatlands important?

HB: Peatlands are extremely important to ecosystems. They are home to endangered species, rare species, such as orangutans. They are great sequesters of carbon and they provide livelihood opportunities for millions of people living on and around peatlands. So, they are not only for people, but also for nature.

Can you tell us what you’re working on right now?

Dede Rohadi: In leading this project I work with local partners, and our main focus is to understand how the community is using and managing the peatlands. We are trying to identify what other options there are in developing livelihoods other than oil palm, because the problem is it seems that everybody goes into the oil palm business, and we understand there are a lot of negative impacts to the environment because of this expansion. So, we’re trying to develop what are the other options that are more in line with peatland conservation strategies.

What is the relationship between humans and peatlands?

DR: I think it is interesting to understand the behavior of people, especially the farmers who are living around the area. For example, we can understand why the people are interested in expanding the oil palm plantations. Previously they used the peatland for growing paddy, silviculture, lots of fruits on their lands- but it seems because of the market, they turn to oil palm plantations.

Also, some people are selling their lands to other people for oil palm expansion. There is a lot of industry there and the market is good, so people are dragged in because they feel comfortable with oil palm as they have secure income from it. But actually, there are a lot of other commodities that may be prospective for them to develop. But, there are some questions. For example, we need to provide the market channel and also we need to provide them with the knowledge and the skills on how to use or develop these alternative products. That’s what my project is doing.

What are some alternatives?

DR: For example, we can develop on farm-based and off-farm-based options. On farm-based, for example, some commodities such as pineapple. Pineapples grow well in the peatlands and the peatlands don’t need to be drained. In fact some of the people also now plant them, and they have a good market. But, the question is if more people grow this pineapple what will be the market? If the market is saturated then that is an important question for us to develop. And coconut, for example. In one village coconut has been planted by people and up until now they’re still planting coconuts and it has been the main source of their livelihoods. And betel nuts too.

We can also develop off-farm activities such as honeybees, because the people in the area are still collecting wild honey. It’s a good product, and the market is there, but they need to improve the market channel. They need to improve, for example, the quality of the honey and how to also not only collect the honey but also cultivate the honey in the home garden. Because there are different honeys- we can provide them with the knowledge.

Another product is fish, for example. A lot of people are living around the river, which has a high potential for fish industry. Up until now it has not been used optimally- so we can provide the technology for example, on how to process fish into fish products, and add value to their products.

Why did you get into forestry?

Herry Purnomo: I got into forestry first, because I love nature and lots of things related to nature I would like to contribute to. Secondly, forests and forestry matter to our lives, to the sustainability of this planet. Forests can contribute to the economy of this country [Indonesia]. For example, timber production, as well as ecosystem services such as ecotourism, as well as providing lots of benefits to people and local communities.

Can you tell us about your peatlands work?

HP: Now I’m working on a community-based fire prevention and peatland restoration in Riau province in Indonesia. We call this ‘participatory action research’. We try to work with the local community to understand the behavior of peatlands, to reduce the fire evidence, as well as to restore the degraded land.

So the community is not only the object of our work, but also the subject of restoring peatlands. It’s a 15-month project and very interesting actually to understand the peatlands, as well as transforming the local livelihood into more peatland-friendly. We use the theory of change for the current situation – in which people are likely to use fire fir agriculture and peatland, to reduce the fire as well as improve the livelihood of the people there. We’re funded by Temasak and the Singapore Cooperation Enterprise from Singapore.

Why is the study of peatlands important?

HP: Firstly, the fire in 2015- let’s call it a disaster because it produced a lot of toxic haze and people in Indonesia, Malaysia and Singapore in particular suffered from the burning of the peatlands and forests.

So now we try to do research and science enquiry to provide more sustainable livelihoods by not only investigating, but by providing evidence and an action arena that communities as well as government can do – peatland management without fire. It’s not easy because using fire is common for local communities, but we provide evidence that a community can get benefits by not using fire, but more sustainable agriculture. We believe that good peatland management will happen in Riau in this way.

Water-to-air carbon dioxide fluxes from tropical coastal waters are an important but understudied component of the marine carbon budget. Here, we investigate drivers of carbon dioxide partial pressure (pCO2) in a relatively pristine mangrove-seagrass embayment on a tropical island (Bali, Indonesia). Observations were performed over eight underway seasonal surveys and a fixed location time series for 55 h. There was a large spatial variability of pCO2 across the continuum of mangrove forests, seagrass meadows and the coastal ocean. Overall, the embayment waters surrounded by mangroves released CO2 to the atmosphere with a net flux rate of 18.1 ± 5.8 mmol m-2 d-1. Seagrass beds produced an overall CO2 net flux rate of 2.5 ± 3.4 mmol m-2 d-1, although 2 out of 8 surveys revealed a sink of CO2 in the seagrass area. The mouth of the bay where coral calcification occurs was a minor source of CO2 (0.3 ± 0.4 mmol m-2 d-1). The overall average CO2 flux to the atmosphere along the transect was 9.8 ± 6.0 mmol m-2 d-1, or 3.6 × 103 mol d-1 CO2 when upscaled to the entire embayment area. There were no clear seasonal patterns in contrast to better studied temperate systems. pCO2 significantly correlated with antecedent rainfall and the natural groundwater tracer radon (222Rn) during each survey. We suggest that the CO2 source in the mangrove dominated upper bay was associated with delayed groundwater inputs, and a shifting CO2 source-sink in the lower bay was driven by the uptake of CO2 by seagrass and mixing with oceanic waters. This differs from modified landscapes where potential uptake of CO2 is weakened due to the degradation of seagrass beds, or emissions are increased due to drainage of coastal wetlands.

Despite the growing interest in social forestry (SF), how much do we understand the social, economic and environmental outcomes and the conditions that enable SF to perform? In this article, we use a content analysis of literature on existing traditional SF practiced throughout Indonesia. It examines the outcomes of these systems and the conditions that enabled or hindered these outcomes to understand possible causal relations and changing dynamics between these conditions and SF performance. We discuss the gaps in how SF is assessed and understood in the literature to understand the important aspects of traditional SF that are not captured or that are lost when the diverse traditional systems are converted into other land uses. It aims to understand the potential trade-offs in the State’s push for formalizing SF if these aspects continue to be ignored.

Energy demand in Indonesia is increasing rapidly, by 43% between 2005 and 2016. Indonesia thus relies on imported fuel (27%). Around 16.8 mill ha of land in Indonesia is severely or highly severely degraded. Restoration is very costly, ranging from approximately US$250 to 3000/ha. Biofuel species such as nyamplung (Calophyllum inophyllum) could be used to restore around 5.7 million hectares, at a relatively low cost.

Bees are transforming the livelihoods of residents in the Indonesian province of Riau where honey production is on the rise.

Indonesia is intensifying efforts to ban the use of fire to clear land as part of broader efforts to conserve peatland areas through its Ministry of Environment and Forestry in collaboration with the Center for International Forestry Research (CIFOR), which is the lead center of the CGIAR Research Program on Forests, Trees and Agroforestry (FTA).

A project known as “Haze Free Sustainable Livelihoods” aims to empower local communities in nine villages across three districts in Riau province through retraining.

Researchers are exploring the potential for new livelihood options in the villages, providing capacity building to support local people. Information gathered will be funneled into the Sustainable Management of Peatland Ecosystem in Indonesia project, led by the ministry.

Honey production already plays a significant role in the local economy, according to a study conducted between 2016 and 2018 in the districts of Pelalawan, Indragiri Hulu and Indragiri Hilir in Riau, where many people regularly gather wild honey from sialang trees (Koompassia excels).

“We can get 1.2 tons of honey from a hundred nests on one tree that we can sell at IDR 75,000 [$5] per kilogram,” said Fahrudin, head of Teluk Kabung village in Indragiri Hilir district.

Honey gatherers, who export most of their product to Malaysia, earn approximately IDR 90 million from each harvest.  However, potential is limited because only some people are willing and able to climb the 50-meter trees.

Experts from the Haze Free Sustainable Livelihoods project provide training on how to harvest safely and effectively. Those who are keen are also trained to develop honey-bee farms, using a stingless bee species, Trigona, which is native to the peatlands in Riau.

“A lot more people can benefit from it since they can develop honey bee farms in the backyard,” said Dede Rohadi, project leader and a scientist affiliated with Indonesia’s Forestry and Environmental Research Development and Innovation Agency (FOERDIA) and CIFOR.

The Haze Free Sustainable Livelihoods project is also training community members to generate income from several other local industries. In Teluk Meranti in Pelalawan district, fisheries and tourism industries are being developed.

The tidal bore in the Kampar River, as an attraction for the international surfing community, is helping to expand tourism jobs. Fish swept in on the tidal bore flood into the waterways in local villages, offering the potential to improve livelihoods through fish processing and sales.

In addition to the Haze-Free Sustainable Livelihoods project, CIFOR is leading a Community-based Fire Prevention and Peatland Restoration project with Riau University, which involves local governments, communities and the private sector.

“The residents are willing to switch gears if there are better options to support their livelihood,” said Herry Purnomo, the CIFOR scientist who is leading the project.

Key players are seeing a moratorium on new oil palm concession permits in Indonesia as a significant step forward in improving governance in the sector.

During the three-year freeze, following Indonesian President Joko Widodo’s recent signing of the moratorium, the government will undertake a comprehensive nationwide review of oil palm licenses and develop efforts to enhance productivity – particularly for smallholders.

However, it remains to be seen whether the existing palm oil supply can be sustainable, and whether negative impacts on the environment can be reduced while the performance of smallholders linked to palm oil supply chains – who depend on the commodity for their livelihoods – is also improved.

Research conducted at the Center for International Forestry Research (CIFOR) led by senior associate Pablo Pacheco is examining how public regulations and private standards can address major performance gaps affecting the palm oil sector. The study was focused on the world’s largest palm oil producer, Indonesia.

“We looked at how the current policy regime complex can address three major gaps, specifically land conflicts and yield differences between companies and smallholders and carbon emissions arising from deforestation and peatland conversion,” Pacheco said.

“We identified opportunities for more effective governance of the palm oil value chain and supply landscapes by analyzing disconnects, complementarities and antagonisms between public regulations and private standards across global, national and subnational levels,” he added.

The scientists concluded that greater complementarities have emerged among transnational mechanisms, but found also that disconnects persist and antagonisms prevail between national state regulations and transnational private standards.

To improve the sector’s governance and address performance gaps, there is a need to overcome these disconnects and take steps to reconcile the antagonisms.

“The solutions for addressing the performance gaps need to be looked at in an integrated way and through adopting a multi-level approach,” Pacheco said. “In addition, the solutions have to involve both public regulations and private initiatives and efforts.”

GROWING SECTOR, GROWING ISSUES

Palm oil is used in thousands of products from food to cosmetics, cleaning products and biodiesel. This has created a growing global demand for the golden liquid.

“There is not a single sector that has grown as rapidly as palm oil,” Pacheco said. “However, these unresolved performance issues continue to follow this expansion.”

One of the key issues is the land used to grow oil palm. Land conflicts are difficult to solve and despite efforts to formalize tenure rights, encroachment on public lands continues to grow. Smallholders often rely on informal transactions to access land.

Smallholders produce around 40 percent of Indonesia’s oil palm, but yields are still less than they could be due to limited access to finance and services.

“Smallholders are unable to adopt best management practices and the use of substandard planting material remains widespread,” said Pacheco.

Reducing carbon emissions in the oil palm sector has been hampered by current regulations that allow the use of forested or high carbon stock areas for plantations, combined with poor use of degraded and less productive areas.

“Many companies prefer to establish their plantations in peatlands and forestland because of the reduced likelihood of land conflicts and the potential to cover the cost of establishing a plantation by selling timber cleared for these plantations,” Pacheco said.

“The result has been a significant carbon debt,” he added.

MIND THE GAPS

In an effort to overcome the palm oil sector’s performance gaps, a very complex governance architecture has emerged that brings together governments and the private sector, as well as multistakeholder platforms.

The Roundtable on Sustainable Palm Oil (RSPO) is perhaps the best-known sustainability standard, and has been embraced by European Union-related sustainability initiatives. This is the most relevant complementarity which has helped to reach some agreed sustainability criteria.

Yet Indonesia and Malaysia have also devised their own sustainability standards – known as ISPO and MSPO – to counteract the influence of external players. Despite efforts to strengthen these mandatory standards, the scientists say it remains to be seen whether they are going to support zero-deforestation commitments embraced by main corporate groups.

Additionally, they say that greater impact could likely be achieved by building a process to harmonize the RSPO with these national standards.

FOLLOW THE DISCONNECTS

Pacheco says for the palm oil sector to improve its performance, it is crucial to look at the implications and opportunities associated with the national fiscal incentives system, including those related to the use of the crude CPO Fund.

“For example, these funds should more actively link incentives for companies engaging in biodiesel supply with purchases from smallholders on condition they adhere to sustainability criteria,” he said, adding that this approach would help improve the environmental performance of smallholders while supporting the sustainable supply of palm oil for the domestic biodiesel market.

Another major disconnect is related to the fact that land regularization initiatives do not necessarily go hand-by-hand with those aiming at support sustainable palm oil supply, and improve the wellbeing of smallholders. This is a major bottleneck to overcome.

“Government efforts to implement agrarian reform along with social forestry to benefit local communities have not been fully effective in resolving these issues,” said Heru Komarudin, a researcher with CIFOR.

Another disconnect is linked to land use regulations. More and more buyers are looking for No Deforestation, No Peat, No Exploitation (NDPE) – suppliers, but critics say that although companies may have the policy in place, they do not always put those policies into action.

In some cases, laws and regulations do not support companies that opt to conserve areas with high carbon stock or high conservation value, Komarudin said.

“These areas are often seen as unused lands and are at risk of being taken over by the government, and used for new plantations, instead of being protected from local people who may try to encroach on these areas,” he added.

More and more local governments are also adopting policies to protect high conservation value forests, and governments have started to adopt essential ecosystem area principles although no legally-binding rules are in place yet.

MOVING FORWARD

The researchers note that different “experimentalist approaches” are emerging that address disconnects and antagonisms, while further exploiting existing complementarities.

These approaches are increasingly orchestrated by provincial level governors and facilitated by non-governmental organizations, which often tend to operate as intermediaries.

“There’s no silver bullet, no single solution. It’s clear we need an integrated approach to effectively govern the palm oil sector, one where all actors play key roles,” Pacheco said.

Comparative study of local nutrition and diet examines expansion of oil palm plantations into forest areas

When Rosalina Heni is not working in the rice paddy fields in Ribang Kadeng village in the Indonesian province of West Kalimantan, she gathers vegetables in the surrounding forest for her family to eat.

By contrast, in nearby Sekadu Village, local resident Maria Ludiana can no longer collect enough ferns, bamboo shoots and other vegetables to feed her family because an oil palm plantation has supplanted the natural growth forest.

“Right now, we buy more,” Ludiana says in a new video produced by the Center for International Forestry Research (CIFOR). “The difference is that before, everything was natural – natural foods, spices. The types of meat we eat have started to change.”

The subsistence livelihoods of more than 150 million residents of rural areas in Indonesia are at risk from oil palm expansion, according to scientists studying impact on nutritional status and diets as part of a research project funded by the Drivers of Food Choice (DFC) Competitive Grants Programs, which is funded by the UK Government’s Department for International Development and the Bill & Melinda Gates Foundation, and managed by the University of South Carolina, Arnold School of Public Health, USA.

In some circumstances the scientists have already observed traditional diets being abandoned.

“So far, we’ve seen that the people who live in the forest rely on nature – nature becomes their main way to get food,” says Yusuf Habibie, lecturer in the Department of Nutrition in the Faculty of Medicine at the University of Brawijaya in the city of Malang in East Java province. “Then, when land is converted to oil palm plantations, with no forests, people lose access to wild food from the forest. Instead they start to purchase more food, including packaged foods.”

Forests and agroforestry systems which combine trees and crops play important roles in food security and nutrition, says CIFOR Scientist Amy Ickowitz, observing that communities in West Kalimantan eating forest foods, including fruit, vegetables, fish and meat, are getting all nutritional components found in healthy diets.

“Forests can play an important role in making our global food system more sustainable and more environmentally friendly, while making an important contribution to healthy diets ,” Ickowitz says, adding that improving food security and nutrition is not always as simple as raising incomes in rural communities; oil palm companies, governments, and researchers need to work together to find ways to make sure that landscape change does not harm health and nutrition while improving incomes.

If there are no plants, where are we going to be if not dead, queries Bandi, a respected elder living in the village of Sungai Utik.

“Nature is our supermarket,” he says. “If there is no forest, where can we get this variety of food? We will be forced to buy.”

Scientists are continuing their research into the impact of plantations on local forests in Indonesia. As yet, they have not compared oil palm with rubber plantations, which may not have the same impact on local diets.

The palm oil sector in Indonesia has seen the adoption of zero deforestation commitments by the larger companies in the form of various pledges around No Deforestation, No Peat, and No Exploitation (NDPE). At the same time, at the national and sub-national level, new governance arrangements are emerging for sustainability initiatives involving government, the private sector and other non-state actors. These initiatives have created new forms of governance relationships, most notably a shift in the types of function that were once the sole domain of the state. Some initiatives are independent and formulated outside of the state, but others interact with, and support, state actions. This paper explores the interactions between public and private sectors in the palm oil arena in Indonesia. It examines tensions and complementarities between these sectors, the degree to which, and manner in which, private standards are pushing the sustainability debate and implementation, and the likely outcomes in relation to their design.
