Forest Landscape Restoration (FLR) aims to achieve ecological integrity and enhance human well-being in deforested or degraded landscapes. Evidence shows that addressing gender equality and women’s rights is critical for addressing this dual objective. Against this backdrop, CIFOR and a number of partners hosted a Global Landscapes Forum workshop on FLR and gender equality in Nairobi, Kenya in November 2017. The objective of the workshop was to identify and discuss experiences, opportunities and challenges to advancing gender-responsive FLR in East African countries, as well as to join together various stakeholders working at the interface of gender and FLR as a community of practice. This brief set is a tangible outcome of this collaboration, featuring a number of useful lessons and recommendations rooted in the experience and expertise of partners in civil society, multilateral organizations, research community and private sector – all working in different ways to enhance the gender-responsiveness of restoration efforts.

Unlocking the potential of forest landscape restoration (FLR) to achieve both social and environmental outcomes rests critically on the support, contributions and cooperation of a wide range of stakeholders at all levels, including women and men. In Kenya, the government has committed to restoring 5.1 million hectares of land by 2030. At the same time, Kenya’s commitment to promoting gender equality and women’s empowerment is enshrined in its Constitution, various national laws and policies as well as international conventions, including the Sustainable Development Goal framework. The purpose of this study was to provide empirically grounded lessons on opportunities and challenges for addressing gender in landscape restoration in Kenya, as well as to share recommendations for making sure Kenya’s ambitious restoration efforts do not repeat the mistakes of past gender-blind restoration initiatives, but make sure both women and men are able to enjoy the opportunities and benefits generated through landscape restoration.

In recent years, drones have been flying in a fast-moving cloud of enterprise, both on the part of developers and of researchers figuring out how to best put these devices to use in their sectors, including in forestry and landscape management.

In 2012, peer-reviewed journal Tropical Conservation Science ran an article announcing the ‘dawn of drone ecology,’ hailing the aerial technology as an alternative to satellite remote sensing mapping, with competitive cost and photographic advantages. Since then, the buzz around drones has grown steadily louder.

As with all disruptive technology, there are pros, cons, ethical questions and promising horizons surrounding the use of drones in forest landscape research. The Center for International Forestry Research’s (CIFOR) Forests News sat down with Principal Scientist Yves Laumonier – a CGIAR Research Program on Forests, Trees and Agroforestry (FTA) scientist and CIFOR’s foremost drone ecologist – to gain some insight into the situation.

How did you first become interested in using drones?

My university background is in plant ecology and vegetation mapping, but I am also a pilot of small planes. I love to fly and see the earth from the air; it is the best way to apprehend a landscape. Drones seemed so much adapted to large-scale land cover mapping – something to substitute in for our old days of aerial photography, which has been completely replaced by the use of satellites.

When did you first use a drone? 

It was in 2016, in Kalimantan, Indonesia. At the beginning it was not easy to convince people at the office. It was more a private initiative. But once we showed the results, people become a lot more enthusiastic.

Our first test flights were close to the border with Malaysia, and I was very nervous because a lot of military are stationed there. We went to explain what we were doing so the drone wouldn’t be shot down. But they were like children with a toy and offered to let us use their helipad.

We went back in 2017, to monitor the dynamics of the landscape and could see which fields they burned for crops since 2016. We will go again this October. If we do this every year for some time, it will make a very nice study. In the meantime, we will write a paper about the method we use to do photo-mosaicking, measuring biomass of trees and other structural parameters of the vegetation. We are also starting a project on trees outside of forests and specifically on farms, and here again drones have huge potential to see isolated trees and small patches that satellites cannot always properly estimate.

How large an area can a drone cover?

With the type of drone we use, we do about 2,000 to 4,000 hectares in one mission. It takes between three and four days to one week, depending on weather. If it’s windy or rainy, you cannot fly.

What are the advantages of drones over satellites?

Their advantage for me is to be able to monitor very complex matrix landscapes, such as traditional swidden and forest landscapes, or places with intense fragmentation of habitats and small plot agriculture. In many agriculture systems, trees on farms are often just hedge rows. But for the Dayak communities for instance, in Kalimantan, it is a very complicated mixture of fallows, mixed garden, rubber and forest patches. Most satellites cannot make distinctions because of the resolution (10 to 30 m), but with a drone, we can properly map the fine grain pattern of these landscapes. You can use higher-resolution satellites, but it’s always very expensive and often very difficult to get the data.

Cloud cover is also a big issue with satellites. In the humid tropics, sometimes you get one good image of an area per year, and sometimes none. So drones came up as a potentially nice tool because you can avoid the cloud cover.

Also, if I am checking a vegetation map and am not sure about the forest or vegetation type, I used to spend maybe one day to check it by foot, but now I can send the drone, and in 20 minutes, I know. So that’s very, very useful. And at the same time you can get very nice and dramatic pictures of village community life.

But, I do not want to say that drones should replace satellites. There are a lot of free satellite imageries – Landsat, and now a new one called Sentinel. The weakness so far for drones is that they cannot cover as huge an area. I was asked once if drones can map oil palm, and I asked, ‘Yes, but why? With satellite, it’s enough.’ Plantations are so large that it’s not really necessary, unless a concession owner wants to know where there’s a sickness in his palm trees, to know where leaves are yellowing or something is wrong. Drone data can be used to calibrate satellite data.

What are the reactions of local communities when you come in with a drone?

We do a lot of participatory mapping at CIFOR and have in the past come up with sketch maps together with communities – it’s nice! But we were thinking the drone would give more realistic, to-scale results. And we found that communities very quickly understand the photo mosaic maps, because they know the landmarks, the rivers. So with their consent we produce these maps and then bring them back to discuss and conduct more ground-checks, and then we have a proper at-scale map that’s much better than a sketch map. We show them to local governments, and so far everyone likes them because they are much better than those before, especially if you need to give this document a legal status.

Is there dialogue between the research and tech communities about drone development?

Completely, especially in agriculture… Maybe more than in forestry, people saw the incredible potential for drones in agriculture monitoring. Farmers have started to use drones to monitor the health of their crops, and people who produce drones are very much in touch about this.

The technology is going so fast. Now you have companies doing drones for all purposes you can imagine – archaeology, geology, construction, urban landscapes, volcano monitoring. There’s so much competition, and the tool is becoming very good. I think soon we’ll have more drones with exactly the same sensors as satellites – infrared, Lidar. Lidar is a super tool for carbon measurement, and I just saw a mini Lidar is coming on the market. Maybe we will try to put it on our drone.

In terms of risks, in what context are drones of most concern: while you’re using them in the field, or afterward, when you publish your findings?

I think both. In the field, so far we’ve had no problem because we get proper introductions and permits from communities and local government. But we were not in areas where you have potential conflict between companies and communities. We did fly and see illegal mining and illegal logging for instance. I met the loggers in the forest, and they didn’t ask questions – the drone was high enough you couldn’t hear, among the noise of their chainsaws…

Already with satellites you deal with conflicts between national parks and local villages. When you show the data, it can be a big risk. Or gold mining in Kalimantan, which means sucking up the banks of the river – some areas are deserts of white sand now that cannot be rehabilitated. Companies might be really unhappy for us to show details of their operations.

Ethically, are you obligated to publish your findings anyway?

I would be inclined to do so, yeah. I feel we need as independent scientists to show what’s happening, looking at degradation of the environment and so on. It’s important we keep doing so. I think we should be completely free to publish what we find for evidence.

What’s your dream drone?

A drone that could collect leaves from trees for me. It’s always a burden. For species identification, you need to collect from trees that are 60 meters high, so we use tree climbers, but I’m always afraid the person will fall. And if researchers can’t get locals to climb trees and only come back with local names of species, it means little and can lead to a wrong assessment of diversity and species distribution. I’ve used monkeys, and it was great, but you will end up with animal activists after you. We really need drones that can collect twigs and leaves for us in the canopy.

As CATIE (Tropical Agricultural Research and Higher Education Center) marks its 45th year, it is continuing to build its reputation as a renowned research platform and internationally recognized education institution.

So, what is CATIE’s vision for the future of its unique combination of education, research and innovation?

Remarking on the anniversary milestone, CATIE’s Director General Muhammad Ibrahim said CATIE’s vision over the coming years would focus on offering leadership in the generation of ‘agents of change’ and in search of solutions to challenges facing the region and the world that have been emphasized in the Sustainable Development Goals and the United Nations Framework Convention on Climate Change.

“CATIE has become an ally to countries across Latin America and the Caribbean as it constantly generates new knowledge and makes it available,” he said.

In line with FTA’s role in enhancing the role of forests, trees and agroforestry in sustainable development and food security, and addressing climate change, CATIE has two very important programs, which link perfectly,” said Eduardo Somarriba, leader of CATIE’s Agriculture, Livestock and Agroforestry Program (PRAGA).

“One very important part of CATIE’s work in FTA has been the development of the Nicaragua-Honduras sentinel landscape [NHSL], where CATIE has introduced a climate smart territories methodology, carried out research initiatives and supported more than 20 master’s theses,” he added.

The sentinel landscapes initiative has made rapid progress toward understanding important metrics of ecosystem health, as well as drivers of land degradation across a range of ecosystems in the global tropics. An important part of the initiative is the integration of socioeconomic surveys and ecosystem health metrics.

Meanwhile, the CATIE-MAP project has produced a range of tools and farmer resources on alternative agricultural practices related to a range of crops and livestock.

“These include coffee, cocoa, livestock, silvopastoral systems, backyard gardening and staple cereals,” said Somarriba, “and their distribution has focused on farmers and agricultural extension services.”

CATIE’s work in the following areas links closely with FTA’s efforts to progress sustainable development and food security and to address climate change:

  • Forest restoration of degraded land
  • Mitigation and adaptation to climate change in the forestry sector and in the framework of conservation efforts and management of ecosystem services
  • Policy and governance of multiscale management of forests, biodiversity and hydrological ecosystem services
  • Conservation strategies for forests, biodiversity and ecosystem services
  • Productive efficiency and resilience of livestock based on silvopastoral systems
  • Productive efficiency and resilience of agroforestry systems with perennial crops (coffee and cocoa)
  • Carbon stocks and greenhouse gas flows in agroforestry systems and silvopastoral areas

CATIE is dedicated to research and graduate education in agriculture and the management, conservation and sustainable use of natural resources, introducing the knowledge generated by its research programs. This allows students, technical staff and professionals to be exposed to the knowledge and to be able to adapt it for use in their countries,” Somarriba explained.

Indeed, CATIE ensures that the knowledge it generates is put into practice and adopted on the ground across Latin America and the Caribbean. The center’s projects implement farmer field schools as the main capacity building mechanisms to influence farmers and their families.

CATIE’s graduate school has educated over 40 professionals at master’s and PhD levels using the NHSL as a research platform. These graduates then return to their home countries where they can apply their knowledge to their work in national development and education programs.

In terms of higher education overall, CATIE has seen 2,530 professionals graduate with master’s and doctoral degrees, and has trained more than 70,000 people in various fields related to sustainable agriculture development and natural resource conservation. CATIE publications are also regularly used by academic institutions in Latin America in their educational programs.

“The center also works closely with policymakers and the governance platforms of many private subsectors — such as livestock, coffee, cocoa and forestry. CATIE’s research results support the development of public policies and private development programs through these platforms. For instance, CATIE’s research has supported the development of Nationally Appropriate Mitigation Action (NAMA) interventions in the livestock sector in all Central American countries,” Somarriba said.

“We have built all this work jointly with key local partners, national and international, who we thank today for their cooperation and for joining in sustainable, rural and inclusive development alongside CATIE,” Ibrahim concluded.

Local communities a driving force behind recovering Africa’s landscapes

Every year, Africa loses 2.8 million hectares of forest, which is an area roughly the size of Saudi Arabia. Meanwhile, two-thirds of its land is degraded. 

However, as countries mobilize to restore 100 million hectares by 2030 in the African Forest Landscape Restoration Initiative (AFR100), local communities are emerging as a driving force behind the movement to recover the continent’s landscapes.

Communities and collaborators across sectors and governance levels have taken center stage at the Global Landscapes Forum – Prospects and Opportunities for Restoration in Africa (GLF). The two-day event, in which several CGIAR Research Program on Forests, Trees and Agroforestry (FTA) scientists participated, ran from Aug. 29-30 and attracted 800 delegates to UN Environment headquarters in Nairobi, Kenya, as well as 30,000 people online.

“If landscape degradation brings huge costs to society and restoration brings impressive returns, why we are not implementing it?” queried Robert Nasi, director general of the Center for International Forestry Research (CIFOR), at the opening plenary.

Land degradation is estimated to cost the global economy up to $4.5 trillion a year, while economic benefits of restoration are an estimated $84 billion a year. In Africa, soil and nutrient depletion on cropland costs 3 percent of gross domestic product.

These factors combined lead Nasi to believe it is time for a paradigm change: “from seeing restoration as a high-cost activity with no financial returns to landowners and with only environmental benefits, to one which provides increased incomes to landowners, creates jobs, and results in ecosystem goods and services for society as a whole.”

PEOPLE AND PLANET

UN Environment head Erik Solheim pointed out the 17 UN Sustainable Development Goals (SDGs) boil down to delivering benefits for both people and the planet. “To meet the SDGs we need policies that are good for the jobs, the climate, and nature at the same time. Landscape restoration does just this,” he said.

Solheim reaffirmed his commitment to El Salvador’s proposal for a UN Decade of Ecosystem Restoration 2021-2030. “The process must be led by member states, so please support El Salvador in this great endeavor,” he urged. The same period might also be devoted to rangelands and pastoralism, further increasing momentum to reclaim healthy landscapes.

Restoration can bring back ecosystem services and landscape functionality, boost agricultural productivity and enhance resilience to climate change – but it can also have even greater benefits, said Ina-Marlene Ruthenberg, country manager for Zambia at the World Bank.

“The sustainable use of natural resources leads to improved livelihoods, greener economies and food security, while bringing peace, security and stability. Restoring landscapes contributes to preventing natural resource-related conflicts,” Ruthenberg said.

Stefan Schmitz, from the German Federal Ministry for Economic Cooperation and Development (BMZ), urged stronger political commitment and better rural governance to unlock the potential for restoration.

“Good governance is a prerequisite for sustainable rural development,” said Schmitz, who is deputy director-general and commissioner of the BMZ One World – No Hunger Initiative.

“People will only use resources sustainably provided they do not live in extreme poverty. If they have no choice, they will continue engaging in land degradation and deforestation.”

VOICES OF THE LANDSCAPE

For the first time in the five-year history of the GLF, local community representatives constituted a plenary session to discuss key achievements and how they could be brought to scale.

The panelists included Haidar El Ali, who has led the world’s largest mangrove restoration project, and Daniel Kobei, who has contributed to securing the indigenous Ogiek people’s rights to Kenya’s Mau forest as their ancestral home.

Another panelist, Zipporah Matumbi, has rallied thousands of rural women around forest restoration in Mount Kenya, significantly improving their livelihoods, while Lassane Zorome (represented by Serge Zoubga) has led fellow farmers to turn 200 hectares of barren land into productive fields in Burkina Faso.

For communities, restoring landscapes is, first of all, about improving their own livelihoods. Forests in Mount Kenya were very much degraded and we, rural women, had a hard time accessing water and fuelwood,” said Matumbi, representative of Voices from the Landscape. “We are eager to engage in restoration because, otherwise, we suffer.”

“Restoring forest landscapes is even a matter of survival to prevent an escalation of conflicts related to use of land and resources,” added Zoubga, program officer at Tiipaalga Association in Burkina Faso.

Local initiatives offer lessons that can help replicate success stories across the continent. For founder of the Ogiek Peoples’ Development Program Daniel Kobei, for example, “restoration can only succeed by involving communities and giving them the chance to use their traditional knowledge.”

“We cannot restore land in the place of populations,” agreed Zoubga from Burkina Faso. “We must build their capacities, so they can act against land degradation.”

For restoration to be successful, “we must also get communities to understand the benefits it brings, from increased agricultural yields to regulation of soil salinity,” said president of Oceanium and former fisheries minister of Senegal, Haidar El Ali.

Concepta Mukasa, program manager of Forestry and the Environment at AUPWAE, concluded that “scale-up can only happen if national and subnational governments make restoration a priority and involve communities and women in the process.”

In fact, restoration activities are already shifting gender relations in some areas, meaning that women are now allowed to plant trees freely, “something crucial for scale up,” said CIFOR senior scientist and session moderator, Esther Mwangi, whose work is also a part of FTA.

JOINT DESTINY

Over 70 percent of people living in sub-Saharan Africa depend on forests and woodlands for their livelihoods, but desertification touches 45 percent of the land on the continent and 65 percent of croplands are affected by land degradation.

Yet, Africa has 600 million hectares of both agricultural and forested landscapes with potential for restoration, and countries have committed to restoring 100 million hectares by 2030 through AFR100.

“It’s great to see — today we have already 26 countries that have committed to bringing 91 million hectares of forests under restoration,” Schmitz said, adding that competing sectors create challenges.

“There is, on the one hand, the sphere of landscapes, of natural resources, of restoration,” he said. “On the other, there is the agriculture and food system, and the challenge is to really bring those two universes together.”

Restoration work can support agriculture by providing jobs and other economic benefits, Schmitz said. “The more we succeed in providing employment and income for local communities, the more it is likely that we’ll be able to succeed in our restoration efforts. It will require a mix of national, international private and public funding.”

A delegation from Kenya’s Forest Service described the successes of a major restoration project underway in the Mau Forest, which contributes to the country’s 5.1 million hectare AFR100 target.

“In a very short time we saw results from this intervention,” said Jerome Mwanzia, explaining how livelihood benefits were introduced through tree planting, agroforestry, livestock and beekeeping initiatives to incorporate income generating activities. “We had small animals colonizing the area,” he said. “The animals were coming back — this ecosystem was regenerated.”

Despite successes in the massive catchment area, hurdles remain for meeting the full AFR100 pledge.

“Financing is going to be a major determinant as to whether we achieve targets — and the issue of community buy in,” said Alfred Gichu, who manages a broad portfolio at the Kenya Forest Service, including the climate change program, the landscape restoration initiative and the Reducing Emissions from Deforestation and Forest Degradation (REDD+) program.

Summing up, Solheim said he believes regional global goals can only be achieved through collaboration. From his perspective, former UN Secretary General Kofi Annan said it best: “More than ever before in human history, we share a common destiny; we can only master it if we face it together.”

The second of three Global Landscapes Forum (GLF) in 2018 is being held at the UN headquarters in Nairobi, Kenya, on Aug. 29 to 30, with a focus on forest and landscape restoration.

The World Agroforestry Centre (ICRAF), one of the CGIAR Research Program on Forests, Trees and Agroforestry’s (FTA) partner institutions, is based in Nairobi, and its Director General Tony Simons is set to have some of the last words at this current GLF.

Simons is speaking in the Policy Plenary just before the conference finale, which will explore how to create enabling environments for transformational change in landscape management in the region.

Originally from New Zealand, Simons has an impressive track record working on issues at the interface of tropical agriculture and forestry in more than 40 developing countries. GLF’s Landscape News spoke with him about the potential he sees for policy change to help make forest landscape restoration work for ecosystems, people and profit across the African continent.

What are some of the issues for enabling sustainable landscapes in Africa at the moment?

Africa has tremendous opportunities, but it’s also got a lot of issues and difficulties. It’s the second largest continent in the world; the second most highly populated; the most rural; the poorest; and the most reliant on agriculture. It has the least forest cover; the highest use of wood energy; and it’s got one of the youngest populations in the world. There are very low levels of mechanization in agriculture: 95 percent of crops are rain-fed, and only 5 percent are irrigated.

Staggeringly, Africa imports 35 billion dollars a year of food. That’s going to be 110 billion by the year 2030. Of that 35 billion, 95 percent of that is brought in from other continents. So while there is plenty of land available – and people to work it – food production is not yet happening at the scale that it should be.

What policies need to change to help make landscapes more sustainable?

Back in 2009, the African Union [AU] heads of state passed a resolution on land use and management across the continent. It was at a time where there was a huge amount of attention on land grabbing. So the policy instruments put into place were about keeping the resource under sovereign control.

So that’s one of the issues in Africa now: about 75 percent of the land – even if it’s under customary control – is formally owned by the government. And the governments don’t really know what to do with it.

I think we’ve got to put land stewardship back in the hands of people. You’ve got the land; you’ve got a young population; you’ve got growing prosperity; better education; literacy and numeracy is growing; but there needs to be a kind of revolution in land management. It’s not going to be by individuals; it’s going to be by groups, collectives, communities and watersheds. We’ve got to leverage the agenda of that wise stewardship down to the level of the people.

Sustainable management costs money. How can we make it worth people’s while?

If you travelled to the world’s second largest rainforest, which is the Congo, and I sold you an acre of rainforest, it would cost about $10,000. But the government gets less than $100 of revenue from that per year: a 1 percent return. That’s the biggest problem with forests and wetlands: they’re not remunerative.

And that’s because we don’t count the value of all of the fantastic biodiversity, carbon provisioning, precipitation enhancement and other ecosystem services that these places provide. In a continent where 95 percent of crops are rainfed, forests are very important for agriculture. But protecting and restoring them is not remunerative because of the partial accounting. So that needs to change.

However, we’re not going to get anywhere if we spend all this money restoring the land to how it was in the past, because it will still be under pressure for exploitation. So we’ve got to make a viable business case for restoring that land. And that’s going to be about connecting and linking financial capital, natural capital, human capital and social capital.

This is also at a time when we’re seeing pressures on financing. So how do we get all of these new approaches and opportunities out to people? NGOs (non-governmental organizations) have stepped up in quite a large way, but the private sector needs to step up much more. And for that to happen, there are a number of things that we need to look at. The first one is the opportunities: where are the business cases, the viable enterprises to piggyback on?

The second thing to look at is investment return. What returns will the governments, the small-scale farmer, the community and the foreign investor get from investing in landscape restoration? And what are the risks associated with this, and how can we de-risk? Many people perceive agriculture as complicated, as confused, as risky, as having a low rate of return, as not really investment material. Investors need to see that yes, this is a viable enterprise, and when we start thinking about bringing that financial return to social dividends, to environmental dividends, that’s when it all starts to come together.

Beyond opportunity, risk and return, next comes leverage. We have been relying in Africa on external Overseas Development Assistance (ODA); but ODA is currently drying up and being reallocated. Now for every single dollar of ODA, there’s $3 of remittances, there’s $6 of Foreign Direct Investment (FDI), there’s $24 of domestic private sector spend, there’s $55 of national government spend, and there’s $1,000 of private capital.

So let’s use that $1 of ODA to leverage all those other sources. That’s going to be the real opportunity to bring change in landscapes.

What’s significant about having the GLF in Nairobi this year? 

Africa is innovative and unique. Practitioners can take things that worked in Latin America and Asia and adapt them, but Africa also has some fantastic indigenous ways of understanding and transforming landscapes. For example, we’re already seeing in Ethiopia how social capital is driving land use change.

The GLF provides an important opportunity to showcase that it’s not just doom and gloom, and that things are progressing. Let’s make a business case for restoration. Let’s connect with people; let’s think about gender, land ownership and tenure, and about motivating the youth. We candrive confidence to investors to bring financing to restoration. It’s not just about ecosystem services; it’s all of humanity that stands to benefit from this.

The second of three Global Landscapes Forum (GLF) in 2018 is being held at the UN headquarters in Nairobi, Kenya, on Aug. 29 to 30, with a focus on forest and landscape restoration.

The World Agroforestry Centre (ICRAF), one of the CGIAR Research Program on Forests, Trees and Agroforestry’s (FTA) partner institutions, is based in Nairobi, and its Director General Tony Simons is set to have some of the last words at this current GLF.

“Landscape approaches” seek to provide tools and concepts for allocating and managing land to achieve social, economic, and environmental objectives in areas where agriculture, livestock, mining and other productive land uses compete with environmental and biodiversity goals. 

In this article, the Center for International Forestry Research‘s (CIFOR) James Reed and Terry Sunderland discuss getting these approaches off the ground with a new, five-year project.

Given the vast range of landscapes on this earth, we have yet to devise a singular definition of the landscape approach, but this is how we described the aim and purpose in a research paper back in 2013: The term can be as elastic as the changing and developing environments in which it’s meant to be implemented – a landscape approach is, inherently, a context-based process. As such, we assert there is not a single landscape approach, as is often presumed, but a wide range of landscape approaches that can be applied in differing geographical social and institutional contexts.

In an attempt to reconcile competing land use objectives, landscape approaches have increasingly become a dominant discourse within the conservation and development lexicon. It is now recognized that sectorial silos must be overcome to start down sustainable development pathways acknowledging interdependencies between sectors operating within multifunctional landscapes — and tropical landscapes in particular, which perpetually see gaps between knowledge and implementation and between policy and practice. Consequently, while the landscape approach discourse has continued to evolve, attempts at implementation — and particularly evaluation — in the tropics remain nascent.

Significant advances have been made in how we think about landscape approaches, be that in conceptual frameworks, methodological tools and resources, reviews of theoretical development and implementation, or operational guidelines. But putting them into action and monitoring progress has been a different story.

Now is the time to take this next step – to build on this momentum and see how landscape approaches can work on the ground. With all the talk about their potential, how are they put into action, and to what extent are they effective in achieving multiple objectives?

The German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUB) has recently funded CIFOR and partners to operationalize landscape approaches in three tropical countries – Indonesia, Burkina Faso and Zambia – over the course of five years. In this work, we seek not only to use landscape approaches to address challenges in communities in these countries, but also to observe the implementation process and local uptake of such approaches. We plan to convey our findings as we go along so that others can learn simultaneously from our work.

OPERATION OPERATIONALIZE

Recent UN conventions for biodiversity, climate change and sustainable development have all called for more integrated and sustainable approaches to landscape governance. International policy dialogues are increasingly doing away with perceived antagonisms between sectors and facilitating greater engagement between forestry, food, water and energy, with an enhanced acknowledgement of the role of the private sector as well.

Yet, uptake of landscape approaches within the tropics has thus far been limited, which is likely in part due to a weak evidence base demonstrating effectiveness. A recent review failed to find a single definitive example of a landscape approach in the tropics, or at least reported in scientific literature. This is not to say that they do not exist, but perhaps that grass-roots efforts lack capacity or motivation to monitor progress and formally report findings.

This project will seek to address this gap as CIFOR and partners will assume a mediating role within landscapes in Burkina Faso, Indonesia and Zambia. With a particular focus on the contribution of biodiversity and a remit to engage policy, practice and people, we will facilitate multi-stakeholder platforms and identify linkages with existing institutional structures within each of the landscapes. Through working with existing frameworks and publicly available information (such as census, health and income data, and remote sensing imagery) we hope to further develop a model for scaling up our efforts easily adopted by governments, NGOs and other institutions.

A MATTER OF TIME

The long-term nature of the funding is a crucial foundation for this effort, as it presents a rare opportunity to adopt the mindset of moving from “project to process” by examining and explaining how dynamic processes of social, political, economic and environmental interactions work over time within these landscapes. It allows us to learn deeply through diagnosis, rather than focus on generating immediate results within the rigid confines of a project framework.

As such, over the course of the next five years, our research team intends to embrace two key components of the landscape approach philosophy. Firstly, we will think beyond typical project-cycle timelines and structures and become more fully established and integrated within the target landscapes.

Secondly, in contrast to many prior approaches, we will attempt to facilitate a truly trans-disciplinary approach to all activities, from design and implementation to governance and evaluation. Rather than having a preconceived agenda of what the landscape and its stakeholders should fulfill, we will engage with open minds and a suite of tools designed to enhance stakeholder engagement and action, assess divergence in stakeholder perception and objectives, and in turn generate an increased understanding of the landscape dynamics. Only then, can we build stakeholder capacity to make more informed choices, evaluate progress, and empower previously marginalized groups to more effectively engage in decision-making processes.

Ultimately, we hope that this process will not only contribute to a more robust evidence base for landscape approaches but also enhance stakeholder capacity and landscape sustainability within the target landscapes. A key objective is to work in tandem with landscape stakeholders to co-construct a shared learning platform that can improve our understanding of landscape dynamics in these countries. While we are not blind to the complex challenges of integrating conservation and development, we are committed to implementing and reporting on these landscape approaches and developing an inclusive dissemination strategy with our colleagues at the Global Landscapes Forum. We hope that both the positive and negative outcomes that emerge will contribute to our understanding of the conditions under which landscape approaches can develop and therefore inform future evidence-based research, policy and practice agendas.

An estimated 1.6 billion people depend in part or in full on forests and trees outside forests for their livelihoods. Yet, there are important inequities in the distribution of the benefits forests, trees, and agroforests yield to local people. Gender relations and norms, as fundamental organizing structures across cultures and societies, contribute to shaping the opportunities and constraints of women and men in these (agro)forests, and their ability to benefit from, and contribute to, positive development and environmental change processes. Drawing on data from Indonesia and Kyrgyzstan, this report focuses on how gender norms and agency shape innovation processes in forest, tree, and agroforestry landscapes. The capacity to creatively adapt and innovate to build resilience through natural resource-based livelihood practices is unevenly distributed amongst men, women and young people within communities, and may be constrained by shrinking opportunities in the context of wider structural economic and environmental changes. This aim of this report is to provide a better understanding of how men and women might be supported in exercising their agency in pursuing livelihood goals, independently or with others, in the context of rapidly transforming forest and tree-based landscapes.

The case studies reported here form part of ‘GENNOVATE: Enabling gender equality through agricultural and environmental innovation’; a qualitative comparative research initiative engaging 11 of the Phase I CGIAR Research Programs to examine the gender dimensions of innovations – new agricultural and natural resource management technologies, institutions, and practices. Despite significant historical, socio-political and environmental differences, the five case studies in East Kalimantan, Indonesia, and the case from southwest Kyrgyzstan exhibit pronounced and rapid changes in the relationship between people and forests. Both country contexts are marked by shifts in the relationship between rural and urban livelihood opportunities, forest livelihoods increasingly linked to migration and remittances, and commodification processes intensifying people’s integration into tree-based value chains. In the Indonesia cases, recent transformation is being driven by large scale commercial oil palm investment, which is bringing new wage work opportunities, whilst displacing other forms of livelihoods and resource access. In Kyrgyzstan, integration into the market economy and changing forest tenure regimes are resulting in new opportunities and challenges for different groups of forest dwellers.

There is a need to improve our understanding on how to enable, operationalize, measure and evaluate the intended, lasting outcomes. The Food and Agriculture Organization of the United Nations (FAO) and the Center for International Forestry Research (CIFOR) are partnering to elucidate the triggers and drivers of, and resistance to, transformational change across the landscape.

Despite evidence that cocoa agroforests are composed of different types of associated plants leading to varieties of structures, few studies have been done to assess the implications of these variations on carbon stocks. The current studies profile the carbon storage of cocoa agroforests in Southern Cameroon by: (1) evaluating the carbon stocks of cocoa agroforests in different ecological zones (Yaoundé, Mbalmayo, and Ebolowa), (2) evaluating the carbon stocks of cocoa agroforests under different management methods, (3) evaluating the contribution of some plant species to carbon sequestration inside cocoa agroforests, and (4) identifying the carbon stocks of some important species. Inside the cocoa agroforests of Southern Cameroon, associated plants store around 70% of the carbon. Cocoa agroforests with timber and NWFP (Non-Wood Forest Products) store more than twice what is found in systems rich with Musa and oil palm. In these systems, timber and NWFP store more than 2.5 times what is found in cocoa systems with high densities of cocoa, and such systems with timber and NWFP store more than 3.3 times the carbon of unshaded cocoa orchards.

Impact of migration on people and landscapes in Nepal

In a series of four videos and associated articles, the Center for International Forestry Research‘s (CIFOR) Forests News looks at migration research in Nepal, and how migration impacts lives and landscapes in the village of Nalma.

The importance of migration to rural livelihoods in Nepal is not being recognized in forestry policy or by donors – and nor is the diversity of women’s experience, argues a chapter of Gender and Forests: Climate Change, tenure, Value Chains and Emerging Issues, which was coedited by Carol J Colfer, CIFOR and FTA scientist Bimbika Sijapati Basnett, and FTA gender coordinator Marlene Elias.

Thirty percent of Nepal’s GDP comes from remittances – the second highest proportion in the world. Around half a million people, or eight percent of Nepal’s total population, applied for a permit to work abroad in 2014 – 94 percent of them were men – and that does not include the many unregistered migrants or those who migrated within the country. Despite this, Nepal’s recent Forest Sector Strategy (2012-2022) mentions migration just once.

First up in the series, Sijapati Basnett talks about her research in Nalma in Unpacking migration and gender in Nepal. The video is accompanied by the article Unpacking migration and gender in Nepal’s community forests, which considers that changing migration patterns bring both burdens and benefits for women.




Second, in Left behind in Nepal: Sita’s story, the series looks at Sita Pariyar, a 29-year-old mother of two living in Nalma who has balanced housework, childcare and field work since her husband moved to Qatar as a migrant worker. Nearly three-quarters of Nepal’s young male population now works overseas, sending money back to their families in the form of remittances that contribute almost 30 percent of the country’s gross domestic product. On the home front, women, children and the elderly are left to keep village life running, reshaping traditional roles, responsibilities and land management practices.

It is accompanied by Left behind: The women and elderly of Nalma, which aims to give a voice to those left back home by migrant workers in Nepal.




Third, through the video Left behind in Nepal: Shanti’s story, Forests News follows Shanti Tamang, a 20-year-old mother with a 3-year-old son, who was left to live with her in-laws after her husband went abroad to work. While her husband sends back better wages from Qatar, Shanti still has to struggle with the responsibilities of looking after the family and working in the fields to make ends meet.

As many migrant workers leave their villages behind, landscapes and social hierarchies are being shaken from tradition, which is explored through In Nepal, what migration means on the home front.




The fourth installment, The returnee: Inside the lives of migrant workers from Nepal, followed Bahadur. With seven children and a wife of 21 years whom he had married for love, Bahadur had every reason to feel confident that his move abroad from the village of Nalma in Nepal to Saudi Arabia was a financially wise choice for his family. All was going well until the news came, six months into his time abroad, that his wife had eloped with someone else, leading Bahadur to return as soon as possible to his children.

A final in-depth article, The dreamer, the progressive and the returnee, looks at the experiences of several Nepali migrant workers now choosing to stay in their hometown. Those now remaining in Nepal are helping enliven efforts to farm the surrounding land, and to kickstart new initiatives such as permaculture and ecotourism.




Nepal is well known for its widespread adoption of community forestry, where responsibility for managing forests is devolved to the people who live around them. But as international and circular migration for employment purposes becomes more common – and male-dominated – who actually lives there is in constant flux. In reality, Sijapati Basnett says, “migration is both a burden and a benefit for women who are left behind.”
