Issue 50 of Perspective, the CIRAD policy brief series, looks at the credibility of the Forest Stewardship Council (FSC) standard that will be increased if certain indicators and auditing practices are reviewed. This revision process will facilitate the work of the certification bodies and will clarify the adoption of practices by certified forestry companies.

The global organisation FSC International regulates the FSC forest management label, which is translated into national standards according to the context in each country. The initial version of the Principles and Criteria for this label, published in 1994, was revised and, in 2015, new Principles and Criteria were published, along with a list of generic indicators. This new version should be used to update national standards. This issue of Perspective proposes recommendations for drafting these new national standards and reviewing certain audit procedures. The study’s recommendations are illustrated with specific cases in Brazil, Indonesia and the countries of the Congo Basin. Indicators for the new national standards need to minimise any scope for interpretation during certification audits. Audits should no longer accept recurrence of the same non-conformities, even when these issues are minor. With Gabon announcing in September 2018 the obligation to obtain FSC certification in order to allocate or maintain forest concessions from 2020 onwards, it is important to reduce existing weaknesses in this certification.

The rise of ecosystem services (ES) as a conservation and management tool has changed the way forests are conceived, but so far its translation into management actions has been limited. In this paper, we discuss the development of certification of forest ecosystem services (FES) from the perspective of those implementing it at the local level. We focus on the lessons that emerged from applying the Forest Stewardship Council (FSC) certification framework at selected sites in Chile, Indonesia, Nepal and Vietnam.

Our results indicate a clear relationship between local and global levels in the development of FSC FES certification. Although the FSC already had a broad vision of ES, it was only through local-level learning within a specific pilot experiment that the vision evolved and resulted in more formal FES certification becoming part of FSC forest management certification. We also found that those sites where participatory approaches to management and decision-making were applied could work with an undefined vision of the future system, and still successfully design and implement management activities. However, overall the lack of specific vision and detailed information about future FES certification was problematic in attracting market interest in FSC certified ES.

An expansion of Forest Stewardship Council (FSC) certification to forest ecosystem services (FES) is a potential tool to improve FES management. Certification of FES in bundles is an expected strategy because it could decrease trade-offs among FES, increase forest owners’ incomes, and reduce certification costs per FES. However, there is insufficient evidence of which bundles FES would be most feasible to certify. This study assesses the adaptability of the FSC system to FES bundles through analyses of FES projects and surveys of FSC certification bodies, enabling partners, and certificate holders. Exploratory factor analysis and multiple correspondence analysis identified two bundles: 1) soil and watershed conservation and 2) cultural ecotourism with non-timber forest products or agricultural goods. These findings indicate potentially manageable FES bundles, given the current FSC system and FES projects, as well as some implementation challenges.
